Keyboard Shortcut for Custom Commands dialog box

Is there a way to create a Keyboard Shortcut for Custom Commands dialog box? It is a waste of time to have to go to the tools menu each time I want to create a custom command.

It would also be nice if there was a button for the custom commands dialog box on the toolbar rather than within the tools menu.
