amendment on jpeg images

hello, i use window xp, italian language, so sorry if translation of some window command isn't right.
If for example i select with mouse a jpeg file saved on c:\folder1\folder2\image1.jpg, then i need to right click mouse , open with:   paint , then on paint menu: images, stretch/tilt, then further operations to be done on this image from paint menu.
All this can be done with a Braina written command ?

It can be a complex task but you can do it with the help of mouse and keyboard automation features.
